Veteran Readiness & Employment (VR&E) (Chapter 31)

Veteran Readiness & Employment (Chapter 31) assists Veterans with service-connected disabilities and an employment handicap to prepare for, obtain, and maintain suitable employment. 

If you have a service-connected disability of 10% or more and have received or will receive an honorable or other than dishonorable discharge, please visit Eligibility For Veteran Readiness And Employment through the VA to discuss your eligibility and potential entitlement for services. Services vary depending on the Veterans’ needs and must be determined necessary to help a Veteran overcome their disabilities. 

Please do not hesitate to inquire about Chapter 31, even if you are currently using a VA Education benefit. Please note that our office can only provide general information regarding the use of the benefit at USF (e.g., what it covers, the certification process, etc.). Specific questions regarding the use of Chapter 31 for desired career goals and the necessary degrees or certifications needed to reach them, should be directed to the VSOC or your assigned counselor after applying. If you are already a participant using Chapter 31, please see below for information regarding the USF certification process:

1. Your VA VR&E counselor sends the VR&E Authorization (PO) through the Tungsten system 

2. Once the PO is received, our office will then add the student to the VR&E "Master List."  This list is then sent to the following departments on campus:

  • USF Cashier's Office
  • USF Parking and Transportation Office

3. A courtesy email will be sent to the USF Bookstore with the "Master List." This list acts as a notification that a student is using VR&E benefits; however, a separate PO will be sent from your VR&E counselor to the bookstore. This is the official PO for you to obtain your textbooks and supplies. Any authorized charges incurred from the bookstore will be billed by bookstore management to your counselor.

5. Student must complete a VA Works application each semester in order to have your enrollment certified by USF's Office of Veteran Success. Your enrollment certification will then be received by your VR&E counselor for processing. Please note: Per VA guidelines, OVS has up to 30 days from the start of the semester to submit enrollment certifications to the VA. Completing your VA Works application earlier will ensure minimal delay in receiving benefits. If you have any changes to your classes, please submit a change request through VA Works. 

6. All students classified as out-of-state (OOS) by USF must complete a OOS Waiver each semester to have out-of-state fees waived. 

7. Unlike other VA Education benefits, OVS does not report tuition and fees to the VA for VR&E students. All invoicing will be conducted by USF's Cashier's office. Per VA guidelines, billing should begin AFTER the add/drop period.
